The transit development plan is. 22 Circe Torruellas - DDOT-DC Circulator 00:08:55.755 --> 00:08:59.625 That the DC circulator programmed us every 3 years. 23 Circe Torruellas - DDOT-DC Circulator 00:09:01.515 --> 00:09:22.365 Focus on recommending expansions of service as well as evaluating opportunities for improvements to the existing service. Um, whether that's operational or to enhance performance, the trends of development plan that was released on April, 20. 24 Circe Torruellas - DDOT-DC Circulator 00:09:22.394 --> 00:09:43.514 2022 was the transit development then 2020, and this can focus on the expansion of the circulator toward 7 and proposes opportunities for improvements to the circulator system operations and performance or the overall system. 25 Circe Torruellas - DDOT-DC Circulator 00:09:45.104 --> 00:10:04.064 This process started in 2020, January 2020, and it has extended due to impacts through the planning process by the pandemic. The project was this planning process is heavily. 26 Circe Torruellas - DDOT-DC Circulator 00:10:05.354 --> 00:10:24.494 Influenced by public outreach, which was impacted, it's really pandemic, but it normally follows, um, very similar process since 2014, which was the 1st, transit development pen that was released for circulator. It focuses on data collection. 27 Circe Torruellas - DDOT-DC Circulator 00:10:25.845 --> 00:10:34.485 Which extended throughout the initial period of the project from January all the way into the fall of 2020. 28 Circe Torruellas - DDOT-DC Circulator 00:10:35.715 --> 00:10:44.115 We're able to conduct some public outreach that provided some data and then additional technical. 29 Circe Torruellas - DDOT-DC Circulator 00:10:47.025 --> 00:11:07.965 Information that was gathered that allowed us to begin to evaluate the system as it was operating at the time previous to the pandemic as well as it began to conduct an alternative analysis of potential connections around ward 7. 30 Circe Torruellas - DDOT-DC Circulator 00:11:08.119 --> 00:11:28.964 Implement the new route we then transition to preliminary recommendations on a draft of the transit development plan that was released in the spring of 2021 where thankfully, we were able to begin to conduct more outreach. 31 Circe Torruellas - DDOT-DC Circulator 00:11:29.354 --> 00:11:50.264 Some of the effects of the pandemic began to be addressed and the city began to open as vaccinations became available in that draft. We submitted a preliminary recommendation of a route for 7. 32 Circe Torruellas - DDOT-DC Circulator 00:11:50.564 --> 00:12:10.814 Well, as preliminary recommendations for system improvements that we wanted to share with the public and focus our feedback on that outreach, extend it from the spring all the way again, to the fall of 2021 and. 33 Circe Torruellas - DDOT-DC Circulator 00:12:11.685 --> 00:12:32.535 That the team then went through that information and proceed it to provide final recommendations on a draft that was released recently to the public that document it's available on our website. It goes more in depth into. 34 Circe Torruellas - DDOT-DC Circulator 00:12:33.345 --> 00:12:53.715 Everything that was evaluate it, and I'll in the next few slides talk a little bit more about the outreach and a little bit more about what we heard from the public right now, in the timeline, as you can see, we have released the document there's a public period now. 35 Circe Torruellas - DDOT-DC Circulator 00:12:54.014 --> 00:13:14.894 Or comments, which has led us to this public hearing, or the 2 proposed changes that the agency would like to move forward with. And then there will be a period of preparation for implementation based on the feedback that we receive from the public. In this slide. I won't dive too much like. 36 Circe Torruellas - DDOT-DC Circulator 00:13:15.105 --> 00:13:35.805 Walk everyone through some of the timeline in the previous slide. This has some dates. This presentation will be made available also to the public. But I do want to highlight in particular. The projects that are happening that will support. 37 Circe Torruellas - DDOT-DC Circulator 00:13:36.254 --> 00:13:44.834 The implementation of 1 of the proposals. Um, and that is the word 7 route. Um, we have. 38 Circe Torruellas - DDOT-DC Circulator 00:13:46.064 --> 00:14:07.184 2 projects side by side that are happening in preparation to the implementation of a route in Ward. 71 is the expansion and capacity to house electric vehicles in our self Capitol street facility. We were able. 39 Circe Torruellas - DDOT-DC Circulator 00:14:07.215 --> 00:14:28.335 To compete the design, or the facility, this August 2022 and that design is in the process of being put out or a construction bit as we speak. And our hope is that we will be. 40 Circe Torruellas - DDOT-DC Circulator 00:14:28.364 --> 00:14:49.424 Able to initiate those improvements this fall and then be able to complete the 1st, phase of the improvements that would allow for the capacity of the facility to house from 14 to 28 vehicles. And. 41 Circe Torruellas - DDOT-DC Circulator 00:14:49.544 --> 00:15:10.634 Accommodate the 14 vehicles that are needed to implement the word separate route parallel to that. The city is also in the process of procuring 14 additional electric vehicles that will serve the board 7 route and those vehicles. Um, we are in the. 42 Circe Torruellas - DDOT-DC Circulator 00:15:10.664 --> 00:15:31.784 Process of evaluating pilot vehicle is normally the 1st vehicle from the built that it's review. That's very typical in bus procurements. Um, there's provisions that we make based on the product that we receive. And then that. 43 Circe Torruellas - DDOT-DC Circulator 00:15:31.789 --> 00:15:52.814 Forms the build of the remaining 13 vehicles, those vehicles are also expected to be received in the city in the summer of 2023 and we might begin to see that those vehicles arriving in the city on June 2023. so those 2 vehicles, those 2 projects. 44 Circe Torruellas - DDOT-DC Circulator 00:15:53.145 --> 00:16:14.085 Right impact the, uh, our ability to launch the service as we are hoping in the summer of 2023. so, um, a little bit of feedback that I wanted to share on the transit development plan, public outreach. 45 Circe Torruellas - DDOT-DC Circulator 00:16:14.234 --> 00:16:34.514 That we weren't able to conduct and that help, um, influence a lot of the information and decisions that recommendations that came about on the transit development plan. We weren't able to. 46 Circe Torruellas - DDOT-DC Circulator 00:16:35.264 --> 00:16:56.384 In both our outreach regarding system expansion and our outreach on the system evaluation. So system expansion was to focus on the word. 7 route. We were able to reach 1730. 47 Circe Torruellas - DDOT-DC Circulator 00:16:56.414 --> 00:17:16.484 3 individuals that formally provided feedback, um, this is in addition to feedback that we might have heard also in meetings and then 1456 individuals that contributed feedback on the system evaluation of the existing. 48 Circe Torruellas - DDOT-DC Circulator 00:17:17.538 --> 00:17:38.684 System a lot of this feedback aside from, uh, surveys that we conducted, where it was also provided through conversations with and civic associations as well as virtual focus groups that we conducted. 49 Circe Torruellas - DDOT-DC Circulator 00:17:39.255 --> 00:17:48.135 And some meet the rider events that were, we were able to also have, uh, prior to the pandemic. 50 Circe Torruellas - DDOT-DC Circulator 00:17:51.405 --> 00:18:12.525 Some of what we heard on the focus groups, which was a focus feedback that we, um, undertook specifically for the new board. 7 route came from residents from word 7 and 48 that feedback inform a lot of the planning process in the fall. 51 Circe Torruellas - DDOT-DC Circulator 00:18:12.764 --> 00:18:33.464 Once we propose, um, 7 different alternatives on, um, on how the 7 route could connect either within the route, or to other parts of the city we incorporate it a lot of that feedback and we're able to. 52 Circe Torruellas - DDOT-DC Circulator 00:18:34.694 --> 00:18:54.824 Highlight through that process some of the destinations and I will go in depth, but some of of the things that you will see in their outward influence a lot by what we heard in terms of destinations that residents wanted to reach as well. 53 Circe Torruellas - DDOT-DC Circulator 00:18:54.855 --> 00:18:55.635 Us. 54 Circe Torruellas - DDOT-DC Circulator 00:18:57.884 --> 00:19:18.704 That we had identified that had some net transit network gaps so you might have had metro service or access to metro rail but there were areas towards 7 that just didn't have additional connectivity or or increasing in demand for service. 55 Circe Torruellas - DDOT-DC Circulator 00:19:19.004 --> 00:19:21.974 The service that was, there was no longer sufficient. 56 Circe Torruellas - DDOT-DC Circulator 00:19:24.555 --> 00:19:44.505 Through that outreach, like I mentioned in in the spring of 2021, once we release the official draft of the document, we were able to participate in various agency meetings. Um, we had office hours some residents took, um. 57 Circe Torruellas - DDOT-DC Circulator 00:19:47.084 --> 00:19:55.484 Advantage of that we're having office hours also throughout this process and I'll talk about that later. 58 Circe Torruellas - DDOT-DC Circulator 00:19:57.224 --> 00:20:17.954 We had a text message and email blast campaign, social media campaign, just to let people know the document was out and we were collecting feedback as well as meet the writer pop up events throughout word 7 where there, there's existing bus service, but. 59 Circe Torruellas - DDOT-DC Circulator 00:20:18.704 --> 00:20:37.634 Oh, so there there were writers that could provide very specific feedback. Um, during the fall of 2021, when we had concluded our outreach a lot of the basically proposals were. 60 Circe Torruellas - DDOT-DC Circulator 00:20:39.374 --> 00:21:00.314 By the team, based on what we heard had heard during the 2020 outreach were confirmed, and we then transitioned to advance the preferred alternative from the public, which was 407, the Union station to Dean would route. And that's if you see. 61 Circe Torruellas - DDOT-DC Circulator 00:21:00.885 --> 00:21:19.995 Our proposed, um, proposal for, for that extension that this was the result of of that effort with this said, I'm going to pass on the, uh, my colleague. 62 Circe Torruellas - DDOT-DC Circulator 00:21:23.235 --> 00:21:28.125 Section on describing what the proposed changes are Thank you. 63 Jarred Toups 00:21:31.994 --> 00:21:50.804 Thank you. All right. Um, so I'm just going to do a quick overall presentation on the high level, sort of, details and technical information about the 2 recommendations. Um, so the 1st, with these recommendations is stop consolidation on the Georgetown. 64 Jarred Toups 00:21:51.135 --> 00:22:01.965 Station rats, uh, this recommendation was 1st proposed in the 2017. um, so the 2020. 65 Jarred Toups 00:22:02.414 --> 00:22:23.474 We took the recommendation and just did additional quantitative analysis. Um, so we looked to do stuff consolidation because, um, it can improve productivity, um, running time and reliability when the bus doesn't have to stop quite as often um, the DC circulator. 66 Jarred Toups 00:22:23.509 --> 00:22:44.564 Standard is having 4 stops per mile. That's sort of the system wide target that we try to meet with all the routes as we do recommendations. Uh, the current average stop spacing for this route is 4.9 stops trial. Um, so nearly 5. so that's very much the. 67 Jarred Toups 00:22:44.684 --> 00:23:05.174 Close to stop spacing of all the routes in the system. So we looked at the routes proposal or sorry? Excuse me? We looked at the stops proposed from the 2017 D, and assess them based off total ridership. Most of them were, um, pretty low in ridership and most of them had nearby stops. 68 Jarred Toups 00:23:05.834 --> 00:23:17.444 To where, even if this stop was consolidated, there's another option for that community, uh, very close by. Um, so in total, uh, we're looking to remove 11 stops on this route. 69 Jarred Toups 00:23:19.064 --> 00:23:21.164 If we could go forward to the next slide. 70 Jarred Toups 00:23:24.884 --> 00:23:43.874 So this is the list of stops that we're removing, uh, for several of these, it's a stop pair. So, both the East and West found at certain intersections, and for a few of these stops, uh, it's just, it was on a part of the route that operates in 1 direction. And if you wanted to look at these more. 71 Jarred Toups 00:23:43.880 --> 00:24:04.545 So, uh, the stop list is available on, uh, DC circulars website, um, as well as that same map showing, which stops are being consolidated next slide. Please. So, the other recommendation that, um, we would like to push forward, um, is the new board 7 routes. 72 Jarred Toups 00:24:05.324 --> 00:24:26.174 This route was a part of the initial goal goals of the transit development plan for 2020. uh, we were tasked with introducing and restoring service to board 7. so, after the extensive, uh, public engagement and review that survey mentioned a few slides ago, um, we're presenting. 73 Jarred Toups 00:24:26.204 --> 00:24:47.294 This new route that connects the dean with Metro station to Union station in the heart of the city. It starts at the Metro, um, runs long Eastern Avenue up to division Avenue runs down division Avenue passed Nancy Allen boroughs Avenue, and makes its way to East capital. After it. 74 Jarred Toups 00:24:47.355 --> 00:25:08.475 On the East capital, it serves the building road area and bidding road metro station stops again before crossing the river and also serves the stadium Armory material station, and then continues to operate on East capital street up until it reaches the Capitol and then turns North. 75 Jarred Toups 00:25:08.744 --> 00:25:29.624 To meet up at Union station with 3, other of the circulator routes, the red line of, uh, Metro and numerous metro bus routes as well as inner city bus routes. Um, this in total, this route is about 14 and a half miles long and would require, uh, 12 vehicles during. 76 Jarred Toups 00:25:29.655 --> 00:25:46.185 Peak period during rush hour, uh, to operate abnormal circulator service and those are the vehicles that, uh, mentioned, uh, the dots is in the process of acquiring and if we could do the next slide. 77 Jarred Toups 00:25:48.974 --> 00:26:09.044 In terms of how we came to this final alignment during our market analysis of Ward 7, and where people in words that are trying to go, um, overwhelmingly the general traffic data as well as the transit specific data showed that people were trying to go eastward towards Capitol Hill towards. 78 Jarred Toups 00:26:09.254 --> 00:26:16.874 Station and further points westward, heading into the core of the city downtown in a lot of adjacent areas. 79 Jarred Toups 00:26:19.215 --> 00:26:40.095 Expands transit to, um, areas that are previously underserved. Um, there's no bus slide running on East capital on the West side of the Anacostia river. So that would be, um, brand new area for transit and it also provides a unique 1 seat ride, um, to Union station. And to Capitol Hill, from the building road. 80 Jarred Toups 00:26:40.155 --> 00:26:59.235 For division Avenue and deployed, um, and this is, uh, especially effective because the circulator fares 1 dollar. So this provides another option for getting across Anacostia to Union station. That's a low fair option compared to metro rail. 81 Jarred Toups 00:27:01.664 --> 00:27:22.424 When we presented route possibilities towards the public, in the 2nd, round of outreach, uh, we presented 7 alternatives. This was the most popular alternative. It was, um, the 1st choice for 36% of respondents. Um, which is almost triple the next to, uh, most popular. 82 Jarred Toups 00:27:23.054 --> 00:27:43.574 And in terms of, uh, being in the top 3 choices, good, this route was either the top or 2nd or 3rd choice for over 60% of survey respondents. Um, it has 12 stops in Ward 7. 83 Jarred Toups 00:27:43.604 --> 00:28:04.634 63% of its full stops, and the remaining stops are in Ward 6, and if we could do the final slide. So, um, this route provides a unique, uh, East Coast, East West connection between Ward, 7 and board 6, it supplements the existing um, we'll motto route 97 service. 84 Jarred Toups 00:28:04.730 --> 00:28:25.815 Which only runs, um, on peak hours during rush hour and even then that route 97, I don't believe runs this exact alignment. It's a partial overlap. And it also provides a connection between Dean with Metro station. The bending road metro station stadium, army, armory and Union station. Again. 85 Jarred Toups 00:28:25.905 --> 00:28:44.415 At the same 1 dollar fair. So this provides another low fair option to connect these stations that does not exist. Um, the full routes, uh, round trip length again, 14 and a half miles. Um, round trip travel time is around 110 minutes. 86 Jarred Toups 00:28:46.694 --> 00:29:04.754 And we also looked at key destinations within a quarter mile of the routes, um, including 1, grocery store, multiple shopping centers. Um, 23 schools, and, uh, over 44,000 people and 25,000 jobs are within a quarter mile this route. 87 Jarred Toups 00:29:07.454 --> 00:29:10.664 And I think there's another slide. I remember. 88 Jarred Toups 00:29:12.945 --> 00:29:18.615 I think we're back to the timeline, which I believe this is where we're going back to you. Correct? 89 Circe Torruellas - DDOT-DC Circulator 00:29:19.065 --> 00:29:19.755 Yes. 90 Circe Torruellas - DDOT-DC Circulator 00:29:22.394 --> 00:29:42.014 So, uh, that was a summary of our proposed, um, service changes that we will like to move forward with, in 2023 that transit development plan for 2020 also includes more long term recommendations that, um. 91 Circe Torruellas - DDOT-DC Circulator 00:29:42.044 --> 00:30:03.014 This time we're constrained as a program to implement due to spacing and number of vehicles that a lot of the implementation of some of those recommendations would require. But at this time with this. 92 Circe Torruellas - DDOT-DC Circulator 00:30:03.169 --> 00:30:24.314 To propose changes, we are having a common period, which will extend till September 23 2022. that is not this Friday, but the following Friday. So they're still, there's still time for this information. 93 Circe Torruellas - DDOT-DC Circulator 00:30:24.345 --> 00:30:44.505 To be shared, if you have the opportunity to share it with other members of the community or potential writers that the service could support. So we would love to hear from from you after September 23rd will close the comment period. 94 Circe Torruellas - DDOT-DC Circulator 00:30:45.734 --> 00:31:05.894 We will evaluate the feedback that was received by the public and see how that impacts the proposed changes whether they both could move forward or if there's any additional adjustments or feedback. Um, an example of this could be. 95 Circe Torruellas - DDOT-DC Circulator 00:31:06.884 --> 00:31:27.584 On the bus stop consolidation maybe we don't move with all day 11 stops we move with or with less, but that, um, uh, right, right now that you have the 11 that we're proposing um, and the same with word 7 route, um, there's an opportunity. 96 Circe Torruellas - DDOT-DC Circulator 00:31:27.884 --> 00:31:48.884 To provide feedback 1 last time on the route as well as on the, um, stop star being proposed that that's, you know, you might be okay with the route, but not the stuff that we're proposing, or 1 particular routing of the of the segment of the route. He's shared. 97 Circe Torruellas - DDOT-DC Circulator 00:31:48.944 --> 00:31:51.734 That feedback and those comments with us. 98 Circe Torruellas - DDOT-DC Circulator 00:31:53.294 --> 00:32:13.964 Our hope in the next week week, and a half is to continue to share that information. We've been attending agency meetings and we're at 7 and reaching out to other sections of the city since the service service. The city. 99 Circe Torruellas - DDOT-DC Circulator 00:32:14.384 --> 00:32:25.844 Loud various words, and we're hosting, like, I mentioned, um, information hours. 100 Circe Torruellas - DDOT-DC Circulator 00:32:27.014 --> 00:32:47.954 1, next Saturday, and then another 1, the following Wednesday, um, Saturday will be from 1130 to 130 and then, uh, PM, and then on next Wednesday will be from 12 to 1 aside from that. And we will share this. 101 Circe Torruellas - DDOT-DC Circulator 00:32:48.139 --> 00:33:08.324 The end, there's information that the team will provide for myself as well as a colleague. And I'll speak to that where you can contact us directly as well as provide any comment at any time through our website. 102 Circe Torruellas - DDOT-DC Circulator 00:33:09.464 --> 00:33:12.434 In writing, or via email, or via. 103 Circe Torruellas - DDOT-DC Circulator 00:33:14.929 --> 00:33:36.074 Our hope is that we will, once we obtain this feedback, like I mentioned, we will then go through it make any necessary adjustments and then release what the final proposed changes will be later in the fall. And then we'll move to work with the community on the implementation. 104 Circe Torruellas - DDOT-DC Circulator 00:33:36.079 --> 00:33:57.134 1 of the set, uh, proposals with that set. Um, this is again, some of the general information, our next steps of tracking the comments. Like I mentioned again, the comment period ends. 105 Circe Torruellas - DDOT-DC Circulator 00:33:57.705 --> 00:34:17.355 At 1159 0 PM on September 23rd 2022, we will provide a complete summary report of this process on the outreach including the comments. We won't share personal information, but we will share the comments that were provided on the feedback as well as. 106 Circe Torruellas - DDOT-DC Circulator 00:34:18.405 --> 00:34:39.105 Report of the changes that we will move forward with and then move, um, hopefully to develop and operational implementation plan for the word southern route following the conclusion of of this process. 107 Circe Torruellas - DDOT-DC Circulator 00:34:40.844 --> 00:34:49.214 So we have, and I think this will be shared on our chat. I think a link, um. 108 Circe Torruellas - DDOT-DC Circulator 00:34:49.724 --> 00:35:10.454 The our title 6, um, forms, we used to do this in paper. I think if you went to the meetings previously, um, now we as recipients of federal assistance and ongoing programs and activities, um, and public meetings. 109 Circe Torruellas - DDOT-DC Circulator 00:35:10.844 --> 00:35:31.694 We have to make sure they're conducting compliance with title 6 of the civil rights acts of 1964. and this ensures that throughout this meetings, there's non there's no violation of any of the protected assets under the title. 110 Circe Torruellas - DDOT-DC Circulator 00:35:31.725 --> 00:35:52.755 Civil Rights Act, this is completely voluntary, but we will appreciate if you can provide this at the end of the meeting, and we'll going to go really quick to the last slide and then, and then go back open it up for any questions or clarifications to the public. 111 Circe Torruellas - DDOT-DC Circulator 00:35:55.425 --> 00:36:13.995 My name, which I forgot to introduce myself in the very beginning is seriously there. Yes, I am. The deputy associate director for operations that helps oversee the DC. Circulator at the district. Department of transportation. Spring worth is a project manager. 112 Circe Torruellas - DDOT-DC Circulator 00:36:14.024 --> 00:36:34.544 Our bus planning team at the transit delivery division. She and I have been working alongside the 4 square horse, integrated consulting team to produce this document of the transit development plan the recommendations as well as. 113 Circe Torruellas - DDOT-DC Circulator 00:36:35.174 --> 00:36:55.724 Working with the community to, uh, out this, uh, proposed changes effort and make sure that we, you have individuals that you can talk to, that you can, uh, share your feedback with. So our information it's here in the presentation. 114 Circe Torruellas - DDOT-DC Circulator 00:36:56.474 --> 00:37:17.444 Our direct numbers and are direct emails you can feel free to reach out to us. If your question it's not addressed tonight. And or if you have questions, um, you know, following this evening and this will be in the presentation that will be posted on. 115 Circe Torruellas - DDOT-DC Circulator 00:37:17.475 --> 00:37:38.595 Website, I'll go back to this during the Q and a, um, here yet I'll just leave it here and with that, that's the conclusion of the presentation and we will open it up for questions at this time. Um, see some. 116 Circe Torruellas - DDOT-DC Circulator 00:37:38.625 --> 00:37:46.065 Questions that were, uh, share on the chat. Um, we will likely, um. 117 Circe Torruellas - DDOT-DC Circulator 00:37:49.214 --> 00:38:09.614 Share any feedback between Jared and myself, so we might have both of us clarifying or answering any questions. The 1st question share on the chat was for the Georgia Union station. Stop consolidation you consider. 118 Circe Torruellas - DDOT-DC Circulator 00:38:09.619 --> 00:38:30.764 Eliminating the 13 and K stop instead of the 11th and K stop there will still be convenient stop at 14 K with all the same possible bus transfers without the 1110. K stop. There's a large cap between 13 and 7 without stops. 119 Circe Torruellas - DDOT-DC Circulator 00:38:31.814 --> 00:38:32.384 Um. 120 Circe Torruellas - DDOT-DC Circulator 00:38:33.855 --> 00:38:38.625 Do you want to take this question since you guys conducted the field work? 121 Jarred Toups 00:38:39.765 --> 00:38:51.825 Yeah, give me just a 2nd, I'll try to pull up the, uh, right map just to make sure that I don't get my stops mixed up. Give me just a minute, um, to get the right data. 122 Circe Torruellas - DDOT-DC Circulator 00:38:51.915 --> 00:38:52.305 Yeah. 123 Circe Torruellas - DDOT-DC Circulator 00:38:53.535 --> 00:39:01.935 Well, while he's searching for that, um, just wanted to clarify. A lot of our process is going out. 124 Circe Torruellas - DDOT-DC Circulator 00:39:03.705 --> 00:39:15.975 Riding the routes as well as doing counts at a lot of this stops the counts, allow us to track boardings and the boardings. 125 Circe Torruellas - DDOT-DC Circulator 00:39:18.709 --> 00:39:39.854 I'll let Jarrett speak to this, but that will influence some of the that heavily influence. Some of the decisions around how much activity we were seeing insert them stops. Um, but this is a great question. Um. 126 Circe Torruellas - DDOT-DC Circulator 00:39:39.884 --> 00:39:41.384 Do you want to ready. 127 Jarred Toups 00:39:43.304 --> 00:39:55.694 Yes, I'm trying to just try to pull up the right spreadsheet to make sure I'm correct but I'm pretty sure it was a matter of when looking at the individual stop. Right? And ship of the routes we were moving. 128 Jarred Toups 00:39:56.804 --> 00:40:14.534 That it was just a question of the 13rd stop saw a lot more ridership at the 11st. K. I'm still trying to find the right spreadsheet to make sure I have the numbers to back that up, but looking at my notes from previous meetings. I'm pretty sure that was the logic behind that decision. 129 Circe Torruellas - DDOT-DC Circulator 00:40:16.274 --> 00:40:16.664 Okay. 130 Jarred Toups 00:40:16.724 --> 00:40:17.504 Sorry. 131 Circe Torruellas - DDOT-DC Circulator 00:40:18.344 --> 00:40:18.524 It's. 132 Jarred Toups 00:40:18.524 --> 00:40:19.094 Okay. 133 Circe Torruellas - DDOT-DC Circulator 00:40:19.154 --> 00:40:19.694 Okay. 134 Circe Torruellas - DDOT-DC Circulator 00:40:22.964 --> 00:40:26.234 I think there was a question. 135 Circe Torruellas - DDOT-DC Circulator 00:40:28.034 --> 00:40:48.434 And, um, I see says, I'm not ignoring you I'm trying to cover through the chat really quick. 1st. Um, I don't know if commissioner, if you want, I didn't see your your question. Um, you wanted to speak about the Robin Washington circle. 136 Circe Torruellas - DDOT-DC Circulator 00:40:50.145 --> 00:40:54.825 I don't know if you, if you wanted to unmute or if you want to provide some additional feedback. 137 Circe Torruellas - DDOT-DC Circulator 00:41:01.695 --> 00:41:06.405 Or you want us to explain in, in general, any changes around there. 138 DDOT Host 00:41:08.984 --> 00:41:11.684 To you should be unmuted now. 139 Maxime Devilliers, Commissioner 2F06 00:41:14.744 --> 00:41:20.144 Thank you, um, I was trying to also use my. 140 Maxime Devilliers, Commissioner 2F06 00:41:23.175 --> 00:41:42.495 So, yeah, something that I just wanted to bring up again about Washington circle, um, is the detour for lack of a better term of for the bus to make turning movements on to 20. 141 Maxime Devilliers, Commissioner 2F06 00:41:42.554 --> 00:42:03.284 21st streets, instead of going through the circle itself, as it does on the West side of the circle really adds to the travel time and travel time variability for the bus. Um, making those left turns. Um, as you all know, just. 142 Maxime Devilliers, Commissioner 2F06 00:42:04.094 --> 00:42:24.824 It takes, it takes a lot of time, especially if there are a lot of drivers on on the road. And that's usually at the at the time when, you know, the bus needs to be, um, saving time, the most, uh, as opposed to losing more time. And I I know I've spoken to some people at circulator before. 143 Maxime Devilliers, Commissioner 2F06 00:42:24.855 --> 00:42:45.105 About this mm. Hmm. Um, and just the responses I've gotten seem as though, uh, people I've spoken to didn't fully understand what I was getting at. But essentially, what I was suggesting is that instead. 144 Maxime Devilliers, Commissioner 2F06 00:42:46.124 --> 00:43:07.094 Later westbound turning left onto 21st street I believe it is. Um, it would actually go into the service line. Westbound make a stop right before Washington circle, then go through the circle um, as it does today. 145 Maxime Devilliers, Commissioner 2F06 00:43:07.130 --> 00:43:28.185 And then make that same stop that it does today on at 24th. And then the same would be for the same to go for eastbound, um, where the bus would make the stop that it does on the, the West side of the circle continue through the circle. Not turn right on Pennsylvania. 146 Maxime Devilliers, Commissioner 2F06 00:43:28.544 --> 00:43:49.424 Turn right onto K, make a stop right there on the East side of the circle, and then continued through through to K street from there and just being able to do that would really reduce travel time, travel, time variability. Um, because you're. 147 Maxime Devilliers, Commissioner 2F06 00:43:49.454 --> 00:44:02.624 Reducing all the turning movements associated with bringing the bus to Pennsylvania app and I understand the idea that you want to get the bus as close to Foggy bottom station as possible. But, um. 148 Maxime Devilliers, Commissioner 2F06 00:44:05.294 --> 00:44:25.184 Those stops on the East side of the circle wouldn't put people that much further and I think people would be willing to walk or roll the extra feet if it means, that the bus is going to be on time and more reliable is not making unnecessary turning movements. 149 Circe Torruellas - DDOT-DC Circulator 00:44:27.645 --> 00:44:45.375 Commissioner, I'll, I'll take that, um, you will be very happy to know that you're not the only person suggesting that there's other individuals that are suggesting it, um, 1 of the actual. 150 Circe Torruellas - DDOT-DC Circulator 00:44:47.744 --> 00:45:08.384 Recommendations from the team that's putting together the, uh, project for the case street transit way also have also brought that to our attention. So that is a recommendation that's being strongly consider. Not only for circulate our service, but also. 151 Circe Torruellas - DDOT-DC Circulator 00:45:08.390 --> 00:45:28.035 So some of the will model service and, um, so so that's noted, but thank you for sharing it tonight, but it yeah, it is. It is. Um, it is something that, um, we have looked at. There's actually, um. 152 Circe Torruellas - DDOT-DC Circulator 00:45:28.155 --> 00:45:48.825 Jared, and I had a meeting with the case street team and there's an actual, um, stop. It's not active, but there's a bus stop in that area that you mentioned that in that corner of the, um, of the circle too. So so that's, you know that's great. Because it a, um. 153 Circe Torruellas - DDOT-DC Circulator 00:45:50.204 --> 00:45:53.924 Have that have this be quicker to implement. 154 Maxime Devilliers, Commissioner 2F06 00:45:54.884 --> 00:46:06.854 Yeah, no, that would be great. And and again, um, I think at this point, you all know my email address and and contact information. So if you have any more questions feel free to reach out at anytime. 155 Circe Torruellas - DDOT-DC Circulator 00:46:08.084 --> 00:46:08.954 Right Thank you. 156 Maxime Devilliers, Commissioner 2F06 00:46:09.494 --> 00:46:09.914 Thank you. 157 Jarred Toups 00:46:13.244 --> 00:46:15.014 I found the numbers. Yeah. 158 Circe Torruellas - DDOT-DC Circulator 00:46:15.044 --> 00:46:15.344 Great. 159 Jarred Toups 00:46:15.644 --> 00:46:30.644 To go back to the previous question about 13 versus 11st streets, the, uh, at least in 1 direction I can. I'm pretty sure it's the same both directions. The 13rd street, um, stops on the George charging station. Um. 160 Jarred Toups 00:46:31.905 --> 00:46:51.765 100 people more in each direction so it's almost 50% higher ridership or higher yes. Total stop activity compared to the 11st street stops. So that would be, uh, if we were to flip the recommendation, that would have a negative impact or force more people to walk further. 161 Jarred Toups 00:46:53.324 --> 00:46:55.694 So that was the logic behind that decision. 162 Circe Torruellas - DDOT-DC Circulator 00:46:59.684 --> 00:47:17.744 Okay, I'm going down through the chat and I was leaving the slides up so people could get the information. I think everyone has the information at this point. So I'm gonna stop sharing and I will start my video. 163 Circe Torruellas - DDOT-DC Circulator 00:47:18.134 --> 00:47:24.974 And, see me, I will continue going down the questions. 164 Circe Torruellas - DDOT-DC Circulator 00:47:26.625 --> 00:47:47.355 I think, um, get Gary, I think it was next with a question regarding 11 street. 1110 K is about, I don't know if you wanted to elaborate Mr. Gary on on that. 165 Circe Torruellas - DDOT-DC Circulator 00:47:48.734 --> 00:47:49.934 Comment or. 166 Jarred Toups 00:48:01.664 --> 00:48:09.164 He was just knowing that it's not a stop here and now that I'm looking at the map in more detail he's right. It's, uh, only 1 stop at 11. K. 167 Circe Torruellas - DDOT-DC Circulator 00:48:10.004 --> 00:48:10.304 Okay. 168 Jarred Toups 00:48:10.994 --> 00:48:14.804 Okay, yeah, so I think he was just, uh, helping my job for me. 169 Circe Torruellas - DDOT-DC Circulator 00:48:15.764 --> 00:48:18.704 Okay, thank you. Oh. 170 Circe Torruellas - DDOT-DC Circulator 00:48:18.764 --> 00:48:21.914 Okay, our next. 171 Circe Torruellas - DDOT-DC Circulator 00:48:23.984 --> 00:48:29.924 Question confirm Mr. Bartolo right back to. 172 Circe Torruellas - DDOT-DC Circulator 00:48:31.754 --> 00:48:52.574 This is not a stop location. This is as a system improvement recommendation, or the Eastern market pass around. The street of 4th, Pennsylvania has been an issue on the Eastern market circulator or 4 years. Now there must be a process to. 173 Circe Torruellas - DDOT-DC Circulator 00:48:52.605 --> 00:49:03.855 Together with the community and to find a workable solution I know has detailed plan that was rejected by the. 174 Circe Torruellas - DDOT-DC Circulator 00:49:03.884 --> 00:49:25.004 In 2020, after to your study, and this is in reference for some context for the rest of the of the group are wherein Eastern market pass around terminates on Eastern market. But. 175 Circe Torruellas - DDOT-DC Circulator 00:49:26.084 --> 00:49:46.154 Due to some of the issues that we have in a lot of the routes in the city um, we have to identify turnaround locations that are, um, safe enough or or the vehicles and the community pedestrians. And so we have been for. 176 Circe Torruellas - DDOT-DC Circulator 00:49:46.184 --> 00:50:06.884 4 years now doing, uh, use, uh, you term movement on 4th, Pennsylvania, South East. This is the turning we'll find out. Mr. Bartolo refers to and some of the issues that Mr Bartolo has highlighted. 177 Circe Torruellas - DDOT-DC Circulator 00:50:07.364 --> 00:50:28.424 Has impacted him and some other members of the community is, um, some of the loud noises that made by by the vehicles as well as some of the vehicles, um, also that, um, laid over near that space, which it's not allowed. That's an. 178 Circe Torruellas - DDOT-DC Circulator 00:50:28.459 --> 00:50:49.604 Operational issue or circulator, but also by Metro Ramada, this is also an issue that's been raised. And this is just part of the limitations and with the service and just to add additional comment from Mr. Bartolo. I'm just kinda reading from the chat, but I'll let you. 179 Circe Torruellas - DDOT-DC Circulator 00:50:49.634 --> 00:51:10.754 Speak Mr. varicella too. If you want to clarify anything more recently, the proposed move of Eastern market to L. street. 7 street was likewise rejected a year ago by the who claimed they were not notified and let's work together to find a productive route with all the need for you. Turn that will help. 180 Circe Torruellas - DDOT-DC Circulator 00:51:10.784 --> 00:51:31.904 A little ridership discuss in your most recent this, this was actually a great recommendation to if you look at the transit development document. Mr. Bartolo made, which was included, you see that inclusion, which is. 181 Circe Torruellas - DDOT-DC Circulator 00:51:31.934 --> 00:51:53.054 I mean, a bit farther into that area of Capitol Hill of capital and, um, the national, um, the existing route of Eastern Mark elephant basically making a full loop off the route. Um, this recommendation was included. 182 Circe Torruellas - DDOT-DC Circulator 00:51:53.084 --> 00:52:03.224 But, like I mentioned earlier in my presentation, we are at this time limited as a program. 183 Circe Torruellas - DDOT-DC Circulator 00:52:04.455 --> 00:52:23.895 On the ability to continue to expand service beyond that 7 route, um, due to the lack of capacity in our in our facilities, but that that's a different project for, uh, different public meeting that we can share as. 184 Circe Torruellas - DDOT-DC Circulator 00:52:25.694 --> 00:52:35.684 Look for a permanent home for the DC circulator, um, program, and, uh, can allow us to expand our feet in our service. 185 Circe Torruellas - DDOT-DC Circulator 00:52:37.364 --> 00:52:42.584 I think Mr Bartolo did you want to share anything else? 186 Circe Torruellas - DDOT-DC Circulator 00:52:45.884 --> 00:52:49.244 Did you want to expand on on your comments? 187 DDOT Host 00:52:51.975 --> 00:52:56.775 In the meantime, um, there are 3 hands race that we could swap to. 188 Circe Torruellas - DDOT-DC Circulator 00:52:58.275 --> 00:53:01.305 Okay, I can't see that. So. 189 DDOT Host 00:53:01.485 --> 00:53:02.445 Yeah, no worries. 190 Jarred Toups 00:53:03.825 --> 00:53:11.625 Um, sorry, just before we get I applied to I saw 2 more questions to chat about the 13rd and I wanted to clarify. 191 Jarred Toups 00:53:12.284 --> 00:53:33.074 Um, well, to clarify the numbers I brought earlier, um, Maxine mentioned that has a stop in both directions while limited K is only 1 direction. And if this hadn't effect on the numbers, I reported the numbers I reported of the 13th street. Um, stop having nearly a 100 more riders that's just in the. 192 Jarred Toups 00:53:33.169 --> 00:53:54.314 In that direction, so that's comparing 1 stop to 1 stop. Um, so, uh, that's, you know, I'm glad that in that case of no, we're not comparing to the 1, um, in terms of is it worth evaluating adding a westbound 11th street stuff as an alternative? Well, 1, for starters, just with the, uh. 193 Jarred Toups 00:53:54.344 --> 00:54:15.314 The recommendations it's, I'm looking at the current, uh, uh, Google Maps, and where the, uh, Georgetown Union station, where the route turns up north on 11st street to get back to K after it makes that left on K. the 1st, available stop is back at 13. 194 Jarred Toups 00:54:15.469 --> 00:54:36.284 Streets right before Franklin park and then we weren't really, uh, so to put in a new stop, would actually be having to build a new stop in the new bus pad and require new infrastructure, which was, I think, correct me if I'm wrong sort of outside the scope or. 195 Jarred Toups 00:54:37.095 --> 00:54:39.165 Resources available for this recommendation. 196 Circe Torruellas - DDOT-DC Circulator 00:54:40.785 --> 00:54:42.105 That you're correct. Yeah. 197 DDOT Host 00:54:48.044 --> 00:54:50.984 Okay, so colon easier 22246. 198 DDOT Host 00:54:53.564 --> 00:54:54.554 Here are now unmuted. 199 Anonymous 00:54:56.054 --> 00:55:13.244 I thank you. This is just a general question about circulator, the circulator program, and I'm wondering if there's any plans to work more collaboratively with almada. So that, for example, the bus ETA tool can include circulator. 200 Anonymous 00:55:13.364 --> 00:55:16.244 Um, routes, thank you. 201 Circe Torruellas - DDOT-DC Circulator 00:55:18.585 --> 00:55:20.565 We can definitely take that. 202 Circe Torruellas - DDOT-DC Circulator 00:55:21.764 --> 00:55:31.604 That comment it is, it is the same very, very similar system. It's the same system just different customers, but it's, it's, um. 203 Circe Torruellas - DDOT-DC Circulator 00:55:31.634 --> 00:55:33.824 We can definitely, um. 204 Circe Torruellas - DDOT-DC Circulator 00:55:34.634 --> 00:55:35.804 Share that. 205 Anonymous 00:55:36.824 --> 00:55:55.574 Because right, right now, for example, if I'm somewhere where I have 2 options to get, where I'm going, I can take a Walmart or out 1 way, or I could take a circular circulate around another way and piece, especially, you know, if I'm piecing together 2 different buses anyway, it is really helpful to just have. 206 Anonymous 00:55:55.605 --> 00:56:06.975 1 website to go to to see what buses coming most quickly. Um, and that sort of thing, as opposed to trying to open multiple apps to check. When I'm standing at 1 bus stop. 207 Circe Torruellas - DDOT-DC Circulator 00:56:10.154 --> 00:56:15.074 That's great. We will, we will take that back to to the team. 208 Circe Torruellas - DDOT-DC Circulator 00:56:16.874 --> 00:56:22.424 And share with Metro, there might be a couple of months for people to in the meeting listening. 209 Circe Torruellas - DDOT-DC Circulator 00:56:28.544 --> 00:56:30.134 That next call. 210 DDOT Host 00:56:30.464 --> 00:56:37.634 Yes, our next hand that was raised is Mark assessment. You should not be unmuted. 211 Mark Sussman 00:56:38.174 --> 00:56:44.924 I just wanted to 1st, just express my gratitude and support for the word 7 route. I think it's going to. 212 Mark Sussman 00:56:44.929 --> 00:57:05.954 In a great addition to the circulator program 1, I made this request for you to comment on the website, but also wanted to make it here. I think a stop at Lincoln park that leverages the 96 bus stops both North. And South of the park at 12 street would be a great addition to that route. Given that the. 213 Mark Sussman 00:57:06.135 --> 00:57:27.195 The closest stops right now, or 19th and 8th, which is, excuse me, 17th and 8th, which is a 9 block distance that 1 would have to walk in order to leverage this new route and given the novel nature of the East West crossing on East capital. That connects RFK metro stock with Union station, I think, for. 214 Mark Sussman 00:57:27.494 --> 00:57:34.184 6 versions, which I am 1 of, I think this would be in a great addition and you'd get great ridership by adding a Lincoln Park stop. 215 Mark Sussman 00:57:39.104 --> 00:57:40.364 That's all that was my comment. 216 Circe Torruellas - DDOT-DC Circulator 00:57:41.144 --> 00:57:45.284 Thank you note it and record is that this is good feedback. 217 Circe Torruellas - DDOT-DC Circulator 00:57:49.424 --> 00:57:49.874 Thank you. 218 Circe Torruellas - DDOT-DC Circulator 00:57:56.024 --> 00:57:58.964 Last 1 was there another. 219 DDOT Host 00:57:59.924 --> 00:58:03.494 Apologies, uh, Heather, you should now be unmuted. 220 Heather Foote 00:58:06.584 --> 00:58:07.904 Yes, can you hear me. 221 DDOT Host 00:58:08.204 --> 00:58:08.684 Yes. 222 Circe Torruellas - DDOT-DC Circulator 00:58:08.774 --> 00:58:09.194 Yes. 223 Heather Foote 00:58:09.704 --> 00:58:16.634 So my question also relates toward 7 and. 224 Heather Foote 00:58:19.575 --> 00:58:24.795 I think that it's critically important to. 225 Heather Foote 00:58:26.475 --> 00:58:47.565 Develop, um, as the months go by presentations for a wider experience, a wider range of experiences of transportation networks, because this presentation, that would be exceedingly difficult for many, many people. I know. 226 Heather Foote 00:58:47.624 --> 00:59:08.684 Follow and just in general observation, um, I want to underscore what Mark said about the incredibly importance of doing the connection, um, across the river and be a wonderful addition to ward 7 with obviously tremendous. 227 Heather Foote 00:59:08.749 --> 00:59:25.994 Teamwork behind it. My sense is and I talk to people both in Ward 8 who are at an event, um, which included a ward 7 residents there and also the word 7, um, senior center informally is, um. 228 Heather Foote 00:59:28.005 --> 00:59:28.485 Uh. 229 Heather Foote 00:59:31.364 --> 00:59:51.854 I think the expectation of the, um, average resident would be that this means, um, the ability to get around ward 7 more easily and I think the focus has been to create a network to connect this route to other routes. 230 Heather Foote 00:59:52.664 --> 01:00:13.094 Of the circulator and certainly connecting to utilization and the other across the river meaning I'm going, uh, West, um, is important, but I think the perception maybe of an average resident may be quite different about. 231 Heather Foote 01:00:14.174 --> 01:00:20.054 What the prior you might have been and so I just want to urge you to, um. 232 Heather Foote 01:00:22.604 --> 01:00:42.314 Create a number of different presentations with far less detail that, um, also help people to understand as, um, Mr. has been explaining, um, 407, uh, why it's taken so long. And, uh. 233 Heather Foote 01:00:45.794 --> 01:00:50.654 What are the reasons that the route the preferred route is going. 234 Heather Foote 01:00:51.824 --> 01:01:11.714 Across the river and, uh, covering a, um, smaller section of Ward 7 again, it's public perceptions of what the return of the circulator might mean and a lot of the technicalities and the, the realities of, um. 235 Heather Foote 01:01:13.365 --> 01:01:15.015 How you do this kind of planning. 236 Circe Torruellas - DDOT-DC Circulator 01:01:20.024 --> 01:01:37.274 Thank you Heather not that this is great feedback. Um, this is 1 of the reasons, I think. Um, and I, it, it's not only me it's, uh, you know, as an agency has shifted to not only. 237 Circe Torruellas - DDOT-DC Circulator 01:01:38.474 --> 01:01:59.114 Doing meetings like this, which are, uh, recorded and to provide just a broader, um, uh, information. Right. Uh, and in detail that individuals can go back to but we have been having this, uh, office hours and I think. 238 Circe Torruellas - DDOT-DC Circulator 01:02:00.554 --> 01:02:20.504 Those offer a lot of that kind of 101. how is this applicable to the individual opportunity for them to ask those questions? Um, we have also partly some work with you, but also other members of the community to make ourselves available. 239 Circe Torruellas - DDOT-DC Circulator 01:02:20.510 --> 01:02:38.835 To go out and speak to different groups and share the information that we have gathered, but also open it up for questions. That might be specific to that particular audience. I do. 240 Circe Torruellas - DDOT-DC Circulator 01:02:40.814 --> 01:03:00.374 I appreciate the feedback of thinking through also on even presentations how that information is, uh, it's presented. Um, I have been in conversations with Heather before and, and really thanks for her advocacy. There's now a map of the route that. 241 Circe Torruellas - DDOT-DC Circulator 01:03:01.425 --> 01:03:18.135 More legible, I think, for communities that, um, you know, by not be visually able to to see a tiny, tiny streets and and maps, um, the way that, that we've been defining them, um, we're open to. 242 Heather Foote 01:03:18.165 --> 01:03:19.335 Thank you, thank you for. 243 Circe Torruellas - DDOT-DC Circulator 01:03:19.335 --> 01:03:22.545 Yeah, yeah, we're happy. 244 Circe Torruellas - DDOT-DC Circulator 01:03:22.549 --> 01:03:43.694 to discuss that and one of the things i think throughout this process of trusted development plans that we've been doing really since since the beginning that we gather a lot of great feedback from the community is to meet the writer events and we're happy that we're back in that space where 245 Circe Torruellas - DDOT-DC Circulator 01:03:43.700 --> 01:03:53.625 Or we can meet you at the stop, or meet you, you know, in your community and share the information in person again. 246 Circe Torruellas - DDOT-DC Circulator 01:03:55.064 --> 01:04:04.904 But thank you, Heather I think Molly has been tracking. I think you've had the next person. 247 DDOT Host 01:04:05.564 --> 01:04:06.764 Yes. 248 Circe Torruellas - DDOT-DC Circulator 01:04:07.424 --> 01:04:08.474 Mr. Barcelo? 249 DDOT Host 01:04:08.624 --> 01:04:09.314 Yes. 250 Circe Torruellas - DDOT-DC Circulator 01:04:09.494 --> 01:04:11.894 Okay, great. Sure. 251 Robert Bartolo 01:04:14.654 --> 01:04:15.344 Can you hear me. 252 Circe Torruellas - DDOT-DC Circulator 01:04:16.154 --> 01:04:17.474 Yes, yes, yes. 253 Robert Bartolo 01:04:17.894 --> 01:04:37.124 yeah so i i'm just wondering if we can work together to solve this problem um it's been going on for four years now there's been several meetings you've had some detailed plans um the seems to reject the plans um but maybe there's a way we can work through it come to 254 Robert Bartolo 01:04:37.304 --> 01:04:41.084 A consensus on a plan, so they don't get rejected when you present them. 255 Robert Bartolo 01:04:43.424 --> 01:04:45.944 The route that you have, where where it has to make. 256 Robert Bartolo 01:04:47.205 --> 01:04:51.435 And I've worked with some of them people have suggestions. I'm not saying that my suggestion is. 257 Robert Bartolo 01:04:52.789 --> 01:05:13.934 The suggestion, it's just 1 of several suggestions. You guys probably have some ideas um, because I've spoken with the members and it just seems like there's a communication gap where you present something and they feel like they've been taken by surprise and then they reject it. And then there's no back. 258 Robert Bartolo 01:05:13.964 --> 01:05:35.084 Forth and so I'm just looking for a way to if we can establish some kind of back and forth on a good solution. Because, you know, that heading you turn is quite inefficient. Right? There are no writers, it takes at least 5 minutes to make that you turn with no writers. And so it's not helping traffic any. 259 Robert Bartolo 01:05:35.205 --> 01:05:45.885 To have empty buses driving around and and as your report noted, the ridership of Eastern market circulator is the lowest of all of them. 260 Robert Bartolo 01:05:48.224 --> 01:06:08.924 And I've watched it, I mean, you can sit outside the building and look at the circulator on average. It's got maybe 1 person on the bus sometimes 0, sometimes 2 or 3. but I've never seen it have the same number of people that Metro buses. 261 Robert Bartolo 01:06:08.954 --> 01:06:26.234 Or that the other speculators have so I'm just thinking, like, how can we work together on this? And because I feel like I make suggestions and then you're just dismissing them. And then that's it. And then 4 years go by. And we still don't have a solution. 262 Circe Torruellas - DDOT-DC Circulator 01:06:27.795 --> 01:06:41.685 Yeah, so a couple of things we didn't dismiss your suggestion. I was included if you remember on the transit development plan, we did include extending the route, um, basically as a loop. 263 Circe Torruellas - DDOT-DC Circulator 01:06:43.514 --> 01:06:50.954 So so it is documented as a possibility, which I think on the, on the outside, um. 264 Circe Torruellas - DDOT-DC Circulator 01:06:51.254 --> 01:06:57.134 We were supportive, um, to to continue to explore that, um, in the next. 265 Circe Torruellas - DDOT-DC Circulator 01:06:58.664 --> 01:07:19.124 which because it's up in that mike well it's gonna happen next year because it's every three years right i know we're a bit behind um however the the reality is that that that recommendation will require additional vehicles and we we are constrained in 266 Circe Torruellas - DDOT-DC Circulator 01:07:19.454 --> 01:07:33.524 I have shared that, um, repeatedly, because there's a couple of other recommendations that I know are desired by other sections of the city. We have, um. 267 Robert Bartolo 01:07:34.064 --> 01:07:35.444 It's okay I, I'm not married. 268 Circe Torruellas - DDOT-DC Circulator 01:07:35.474 --> 01:07:35.804 And. 269 Robert Bartolo 01:07:35.834 --> 01:07:39.974 I'm not married to the loop. Okay. It was just 1 of several suggestions. 270 Robert Bartolo 01:07:40.635 --> 01:07:45.105 Your suggestion was to do street, right? 7th. 271 Circe Torruellas - DDOT-DC Circulator 01:07:45.855 --> 01:07:46.275 An issue. 272 Robert Bartolo 01:07:47.025 --> 01:07:50.445 And then call it, and I'm just letting, you know, that card the AMC. 273 Robert Bartolo 01:07:50.535 --> 01:07:53.055 By surprise you published it. 274 Circe Torruellas - DDOT-DC Circulator 01:07:53.205 --> 01:07:53.415 Huh. 275 Robert Bartolo 01:07:53.475 --> 01:08:11.595 You did make it public, but they were like, oh, it's buried in the in the transportation plan and so they rejected it and they and they got a bunch of people to write to you and reject that. Okay. So, is there another plan? I'm not saying it has to be my plan. It can. 276 Robert Bartolo 01:08:11.624 --> 01:08:32.713 Your plan I'd be supportive of your plan I tried to make the point that your plan was a good plan. You just had to walk a few more blocks, which I don't view as a big deal and, and I live near the Eastern market circulator, and I work near the font Plaza, but I never take it. And, like, your report says there are 3 metros. 277 Robert Bartolo 01:08:32.774 --> 01:08:53.774 Get me to the font Plaza, which is very close to the war. It's very close to where I work also, but I never write it. I take the metro Metro is a great system, even even with the 7,000 series buses. We'll situation very low. Wait times. I mean, now. 278 Robert Bartolo 01:08:54.374 --> 01:09:02.954 Popping on the Metro, it's not even a problem so I don't I don't the circulator doesn't do anything for me, but I understand that some people write it. 279 Circe Torruellas - DDOT-DC Circulator 01:09:05.594 --> 01:09:26.294 I think it's a good recommendation to, uh, for us to go back and think of other strategies that we can then come back and present to the agency. And I, I think that can be noted just, um, similar to to this extension, um, that we recommend in the. 280 Circe Torruellas - DDOT-DC Circulator 01:09:26.355 --> 01:09:46.605 Future, um, anything we, we do with this route as recommend that it it is a route that, um, it's low performing in terms of of ridership and that. We definitely want to continue to work with the community to ensure that it's, uh, utilize. 281 Circe Torruellas - DDOT-DC Circulator 01:09:47.504 --> 01:10:08.624 By the, the most, um, individuals possible. So we, we hear you. Mr. I think that as the next step for us is to go back to the drawing board and work with you on the to revisit other solutions for an alternative. 282 Circe Torruellas - DDOT-DC Circulator 01:10:08.654 --> 01:10:10.184 The round point for the route. 283 Robert Bartolo 01:10:11.264 --> 01:10:11.954 I'm happy to. 284 Circe Torruellas - DDOT-DC Circulator 01:10:12.134 --> 01:10:13.304 The routing. 285 Robert Bartolo 01:10:13.634 --> 01:10:29.774 I'm happy to make that happen so let's let's work together cause some of the members have some suggestions. It doesn't have to be my suggestion. It can be your suggestion. Maybe there's a compromise. Maybe instead of turning on, you go a little closer. 286 Robert Bartolo 01:10:29.864 --> 01:10:32.954 To Eastern market, so it's just 2 blocks away. 287 Robert Bartolo 01:10:34.125 --> 01:10:43.665 Well, the other thing is, it seems like these buses in other metro buses need locations to make you terms right? 90 s and. 288 Circe Torruellas - DDOT-DC Circulator 01:10:43.665 --> 01:10:45.915 Turn around. 289 Robert Bartolo 01:10:46.185 --> 01:10:55.125 okay turnaround points right and so you need to i don't know what you need to do but you probably need to broaden a few intersections so that the 290 Robert Bartolo 01:10:55.214 --> 01:11:16.274 Can make turnarounds and I think that's all we're talking about, but it doesn't seem like when they do some, like, there's the pen street project, and they're making all kinds of changes to Pennsylvania Avenue there, but it doesn't seem like there's any request to to enhance the turnaround ability of the circulator or I. 291 Robert Bartolo 01:11:16.335 --> 01:11:23.265 In 96 bus has to go down and make a U turn at 4 street also and that can't be very efficient either. Right? 292 Circe Torruellas - DDOT-DC Circulator 01:11:23.895 --> 01:11:24.345 Is. 293 Robert Bartolo 01:11:25.184 --> 01:11:45.704 And so, that's another suggestion, let's, um, and I don't think it would take much for a turnaround location. You probably just have to broaden some sidewalks and some curbs right? So that the bus has a little more room in certain places, but it doesn't seem like, is there anywhere in the city where you've made. 294 Robert Bartolo 01:11:46.424 --> 01:11:50.744 Accommodations for buses to make you turns as part of a capital project. 295 Circe Torruellas - DDOT-DC Circulator 01:11:53.295 --> 01:11:53.805 or 296 Robert Bartolo 01:11:54.285 --> 01:12:02.265 Or turnarounds, like, what modification have you made to any intersection anywhere in the city to facilitate bus turnaround? 297 Circe Torruellas - DDOT-DC Circulator 01:12:04.365 --> 01:12:13.815 Our mind goes straight to the woodley park and its Morgan route around what? Lee park there hasn't been. 298 Circe Torruellas - DDOT-DC Circulator 01:12:15.465 --> 01:12:35.085 Modifications we can make to to how that, um, turn around it's made, um, capital wise, but definitely on how the traffic goes so that we've moved stop bars. We've created a dedicated space for the bus to lay over, um, coloring the. 299 Circe Torruellas - DDOT-DC Circulator 01:12:35.354 --> 01:12:45.794 The asphalt, um, and, um, establishing more, um, coordination with with the pedestrian crossings. 300 Circe Torruellas - DDOT-DC Circulator 01:12:48.314 --> 01:13:06.734 Around that area. So, um, there's, there's that that's a great recommendation. Mr. I think, um, I will look into, um, the Pennsylvania Avenue improvement project to see if there's opportunities there that could benefit this this route. 301 Robert Bartolo 01:13:08.774 --> 01:13:09.074 I think. 302 Robert Bartolo 01:13:09.109 --> 01:13:30.254 We'd have to initiate any opportunities. They're not going to come naturally. Right? So you would have to put in you would have to put in a request for a bus turn around location and look, I'm not blaming you guys, because you guys put together a detailed plan to reverse the traffic flow on the street. And I I saw your presentation. 303 Robert Bartolo 01:13:30.465 --> 01:13:38.955 It seemed very detailed, right? You hired a firm to do all of this and I don't know why the agency rejected. 304 Robert Bartolo 01:13:40.964 --> 01:13:57.794 Because the existing situation cannot be better than what the plan that you put forward that they rejected. That's my, that's my opinion. So, I'm not right so, I'm not, I'm not faulting. I'm not faulting. 305 Robert Bartolo 01:14:00.975 --> 01:14:09.525 It's just there seems to be a miscommunication where well, anyways, I probably said enough, so let's let's just talk more and agree to work together. 306 Circe Torruellas - DDOT-DC Circulator 01:14:09.555 --> 01:14:15.015 Yes, yes, and and, um, bring along the agency. 307 Robert Bartolo 01:14:15.705 --> 01:14:21.015 I will, I'll do that. I'll reach out to them so thank you very much for this office hour. Uh, you take care. 308 Robert Bartolo 01:14:21.284 --> 01:14:22.124 Let's talk more. 309 Circe Torruellas - DDOT-DC Circulator 01:14:22.214 --> 01:14:23.504 Thank you. 310 Robert Bartolo 01:14:23.984 --> 01:14:24.374 And I. 311 Circe Torruellas - DDOT-DC Circulator 01:14:25.034 --> 01:14:25.994 And I. 312 Circe Torruellas - DDOT-DC Circulator 01:14:28.124 --> 01:14:34.514 Any other question or comment. 313 DDOT Host 01:14:37.964 --> 01:14:41.444 Um, Gary Stoddard has their hand raised. 314 DDOT Host 01:14:44.685 --> 01:14:46.125 You should now be unmuted Gary. 315 Gary Stoddard 01:14:48.255 --> 01:15:04.635 I was calling, I'm sorry, not calling. I was wondering about the start time at the new Ward, 7, uh, route. They, you know, if it won't be. 316 Gary Stoddard 01:15:04.729 --> 01:15:07.844 Midnight is going to be a 9 0 PM. 317 Circe Torruellas - DDOT-DC Circulator 01:15:09.344 --> 01:15:11.324 So right now. 318 Circe Torruellas - DDOT-DC Circulator 01:15:13.274 --> 01:15:33.524 What, when we did an initial estimate of the of the cost um, it, it will mirror the Congress has Union station around and Eastern market route, ending at 90 PM, start time similar to all the other routes at 6 in the morning. I think weekdays. 319 Circe Torruellas - DDOT-DC Circulator 01:15:36.435 --> 01:15:50.145 That's kind of where we are right now, Gary, but, um, we welcome feedback if, um, those hours should be extended or reduced, you know, I, I doubt reduction, but right. If, if they need to be different. 320 Circe Torruellas - DDOT-DC Circulator 01:15:52.155 --> 01:16:12.375 1 of the things that we are also working through is, uh, securing operating funding for the route. Um, this is part of the mayor's, um, budget and so that also influences, um, the, you know, funding availability, um, as well as, um, you know. 321 Circe Torruellas - DDOT-DC Circulator 01:16:12.434 --> 01:16:19.964 From the public, but right now it will mirror the times like the of the commerce sites Union Station route. 322 Gary Stoddard 01:16:20.474 --> 01:16:33.494 Okay, I just was wondering why the most affluent communities in D. C have bus service until midnight on every day of the week until 3. 0. 323 Gary Stoddard 01:16:33.585 --> 01:16:34.275 On a weekend. 324 Circe Torruellas - DDOT-DC Circulator 01:16:36.045 --> 01:16:36.795 On the weekends yeah. 325 Gary Stoddard 01:16:36.825 --> 01:16:54.615 That's the most, the people that need it that needed at least get it the most and the people that needed the most, get it the least. So people on board, 7 and 8, they depend on the circulator and so, therefore, with that being said, it should, it should. 326 Gary Stoddard 01:16:54.734 --> 01:17:04.604 Mirror Whitney park, Georgetown, Dupont Circle, they needed the most so how the budget was constructed. 327 Circe Torruellas - DDOT-DC Circulator 01:17:07.934 --> 01:17:10.214 We welcome the comments, Gary. 328 Gary Stoddard 01:17:10.214 --> 01:17:28.514 But also, 1 more 1 more during Sundays when me and my Co workers drive the bus, and we always come up with a question why did why they don't have a Sunday route or why they don't have a. 329 Gary Stoddard 01:17:28.574 --> 01:17:43.334 They wrote a holiday schedule, a Sunday scheduled holiday schedule because of the bunches the buses bunch up at the end of the line. Because can you imagine on Thanksgiving morning, you got a bus every 10 minutes. 330 Gary Stoddard 01:17:43.754 --> 01:17:49.634 Street, it's not we need a schedule to accommodate the low rider ship and the low. 331 Gary Stoddard 01:17:49.700 --> 01:18:03.525 Traffic and so we made my coworkers are we always wondering why you guys couldn't come up with a modified Thanksgiving schedule, modified more your day schedule a Sunday schedule. 332 Circe Torruellas - DDOT-DC Circulator 01:18:03.855 --> 01:18:10.815 Yeah, and that that's a great comment. I don't think it's so much to schedule Gary, like, for the public facing. 333 Circe Torruellas - DDOT-DC Circulator 01:18:10.850 --> 01:18:31.995 Schedule but it will be the internal runs the schedule, how the runs are are, um, built and and but this is a great, great feedback. So then you don't have, you don't require that the same amount of vehicles, um, for, for a holiday schedule. Like, like you said, a, a holiday where. 334 Circe Torruellas - DDOT-DC Circulator 01:18:32.024 --> 01:18:52.604 There's federal government is closed or or other government entities. So the demand is less. Um, but this is great feedback. Yeah, I don't think it's so much impact every 10 minutes public facing, um, schedule, but definitely, um, how they've run start built for those days. 335 Gary Stoddard 01:18:53.384 --> 01:19:14.054 Okay, in the last thing, um, Eastern market, when we, uh, you said you call it a turnaround and, um, it's a child you said neighbors complain about us sitting in their neighborhood. A lot of times safety comes 1st and so that particular area. 336 Gary Stoddard 01:19:14.354 --> 01:19:35.444 About 4 street is the safest place for us to wait until it's time for us to move forward because of the traffic at Eastern market because of the double power cars when we make that. You turn a 4th street. Hopefully, there's not a car on that corner. We have to go down to the next. 337 Gary Stoddard 01:19:35.475 --> 01:19:56.595 3 or several blocks down to make the turn and so I understand they don't want the buses in their community, but on the safety safety comes. 1st and so we have to find a place, the safest for us. So, we can pull that bus over and wait for its time for us to move the bus. 338 Gary Stoddard 01:19:58.005 --> 01:20:17.745 Is 1 more thing since I got you your attention, or standing in Alabama, or standing in Alabama going towards Congress ice metro there's a credit union on that corner and we have discussed this for about 3 or 4 years. 339 Gary Stoddard 01:20:17.749 --> 01:20:35.654 About how unsafe it is for us to make that right? Turn onto Alabama Avenue with cars park rate. They're going into that credit union. We have discussed this over and over again, they can tell us put it in writing, put it in the safety box. 340 Circe Torruellas - DDOT-DC Circulator 01:20:36.374 --> 01:20:38.414 You don't have to do that. We are very aware. 341 Gary Stoddard 01:20:39.764 --> 01:20:44.414 What are we still discussing this 34 years later? 342 Circe Torruellas - DDOT-DC Circulator 01:20:45.164 --> 01:20:55.094 We've, we've had challenged just in terms of enforcement in that area and that's been the focus now or the, um. 343 Circe Torruellas - DDOT-DC Circulator 01:20:55.934 --> 01:21:00.614 A safety team to enhance enforcement, but but this is. 344 Circe Torruellas - DDOT-DC Circulator 01:21:02.895 --> 01:21:23.955 You know, they they send people out to enforce, but it's not consistent. And so, um, it's trying to modify behavior. Some of the recommendations that have also resulted is, um, you know, trying to put obstruction in that area. So people. 345 Circe Torruellas - DDOT-DC Circulator 01:21:24.019 --> 01:21:45.134 Doing that, but then that doesn't help you write us making the turn and trying to align the bus again. So it's a very difficult intersection, um, that we need to figure out how to how to address that. Um, not only what. 346 Circe Torruellas - DDOT-DC Circulator 01:21:45.169 --> 01:22:06.314 Enforcement, but also, just how that intersection, it's kinda late later laid out. It's definitely being looked at also by, um, us like traffic safety team. Um, they started initially I don't remember if you remember, like, a year or a year, and a half ago, they start start. 347 Circe Torruellas - DDOT-DC Circulator 01:22:06.344 --> 01:22:27.464 Putting the those dollars without talking to us, and you guys weren't knocking them all out. Um, so so we have to continue to work with them to develop. But for that particular section, which is the most difficult 1, um, related to. 348 Circe Torruellas - DDOT-DC Circulator 01:22:27.470 --> 01:22:42.975 In front of that credit union, that's a challenge and definitely a welcome comment for us to continue. You know, say our team has been their operators are telling us this our, our. 349 Circe Torruellas - DDOT-DC Circulator 01:22:43.004 --> 01:22:50.474 Contractor is telling us this, we need to come up with with some solution or half ongoing. 350 Circe Torruellas - DDOT-DC Circulator 01:22:52.875 --> 01:23:13.995 Enforcement on site for ticketing. Um, I think what I hear mostly from, from operators we've heard is really doing the peak hours too. That that's what's happening when school's getting out and it's like, mostly in the afternoons. 351 Circe Torruellas - DDOT-DC Circulator 01:23:14.024 --> 01:23:15.164 Correct me? If I'm wrong. 352 Gary Stoddard 01:23:15.974 --> 01:23:16.964 You're correct you're correct. 353 Circe Torruellas - DDOT-DC Circulator 01:23:16.994 --> 01:23:23.174 That that's so, I'm like, can we focus and the enforcement during that period? 354 Circe Torruellas - DDOT-DC Circulator 01:23:25.694 --> 01:23:46.424 In the afternoon, can we narrow down from this time to this time? Someone has to be there to literally not let people park. Absolutely. I have some people, you know, we move, uh, change behavior, people park in the massive parking lot by the giant and walk to the credit union. Um, so. 355 Circe Torruellas - DDOT-DC Circulator 01:23:46.454 --> 01:23:48.854 Yeah, we hear you. 356 Gary Stoddard 01:23:49.304 --> 01:24:05.654 Okay, so the, this fairy version, um, is fair evasion a high priority on you guys, uh, this, because as a bus operator, you are, you are aware of the ferry agent that happens on. Yes. And, um, so. 357 Gary Stoddard 01:24:07.725 --> 01:24:28.455 They they they access the state. The fair our, we're not. We're not the police. So we, we state the fair. The fair is 1 dollar but in order to have a peaceful and safe day. No 1 stays to fair. So so we keep driving the bus. So, but you don't have any. 358 Gary Stoddard 01:24:29.174 --> 01:24:34.364 Other writers C. P. 359 Gary Stoddard 01:24:34.425 --> 01:24:55.245 20 30 people get on a bus and other writers who normally would pay. Now they begin to walk past the fair box. So it's like a domino effect. It's a domino effect is very, even in Georgetown route, the Willie park route where it wasn't comment is becoming common now because they see. 360 Gary Stoddard 01:24:55.634 --> 01:25:00.134 Is walking on without paying so that has to be addressed. 361 Circe Torruellas - DDOT-DC Circulator 01:25:00.794 --> 01:25:01.784 Yes. 362 Circe Torruellas - DDOT-DC Circulator 01:25:02.569 --> 01:25:23.594 We need data areas, so I need you to keep pressing that button that says, you know, writer is there, but the money is not. So, um, so then we can quantify that that impact and share it with, um, with the mayor. Um, this is. 363 Circe Torruellas - DDOT-DC Circulator 01:25:23.745 --> 01:25:31.575 A national issue not M, mainly in big cities like like us, New York where we see this. 364 Circe Torruellas - DDOT-DC Circulator 01:25:33.590 --> 01:25:54.735 In in an ongoing basis, there's our concern, our primary concern is to keep the operator safe, that's why we tell you state the fair, but you don't don't push it, but it's critical that you noted as a rider that didn't pay right? And that we have that data to. 365 Circe Torruellas - DDOT-DC Circulator 01:25:54.764 --> 01:25:56.234 And the magnitude of the issue. 366 Gary Stoddard 01:25:57.795 --> 01:25:59.475 Okay, well, I think that's it. 367 Circe Torruellas - DDOT-DC Circulator 01:26:00.135 --> 01:26:00.555 Hey. 368 Gary Stoddard 01:26:02.024 --> 01:26:02.654 All right. 369 Circe Torruellas - DDOT-DC Circulator 01:26:03.014 --> 01:26:04.664 Any other Thank you. 370 Gary Stoddard 01:26:04.754 --> 01:26:08.294 I can't think of anything else, but I'm sure what the meeting is over. 371 Circe Torruellas - DDOT-DC Circulator 01:26:09.704 --> 01:26:13.424 You can call us up and put her put it in the comment. 372 Gary Stoddard 01:26:13.964 --> 01:26:16.004 Okay, thank you. 373 Circe Torruellas - DDOT-DC Circulator 01:26:21.194 --> 01:26:22.904 Any other comments. 374 Circe Torruellas - DDOT-DC Circulator 01:26:35.384 --> 01:26:41.444 Hey, we're where about 3 minutes to 830, which will conclude our meeting. 375 Circe Torruellas - DDOT-DC Circulator 01:26:42.704 --> 01:27:03.824 I wanted to take the opportunity, um, just offer for those that remain, or are watching on video to show you where you can provide us with your comments or learn more about this, uh, uh, study and proposed changes.
